Danish Refugee Council(DRC) is a humanitarian actor in Tanzania. Since 2015, as part of the Burundian Refugee Response in Tanzania, DRC works in the sectors of camp management, Community-Based Protection, livelihoods, protection, WASH, General Food Distributions and shelter/ small infrastructure in Nduta camp. And starting from January 2020, DRC has been implementing Camp management, Community Based Protection and Livelihoods projects in Nyarugusu refugee camp.
Name of the Position: - Economic Recovery Team Leader
Reports to: - Economic Recovery Manager
Supervise: - Economic Recovery officers, Assistants, Incentive staff and/or Village Agents.
Duty Station: - Nduta and Nyarugusu Refugee Camps and Host Community.
An Economic Recovery Team Leader, under the management and supervision of the Economic Recovery Manager and in close collaboration with UNHCR and the camp-based government coordination bodies will be responsible for overseeing the implementation of Livelihoods activities in the Nduta and Nyarugusu refugee camps and host community. The Livelihoods Team Leader is therefore expected to be flexible to work in different locations throughout the programme.
Tasks and responsibilities of the position
- Ensure targets are met under DRC’s agreement with donors, to be accountable to the stated goals of the programme.
-   Develop, coordinate, plan, implement, monitor and report on DRC´s Livelihood Programming for the operation.
- Â Providing technical inputs to the programme throughout the project cycle.
- Â Oversee proper documentation of activities implemented and actors/beneficiaries involved.Â
- Undertake regular field/onsite visits to ensure technical support to livelihoods staff and proper monitoring of the activities implemented in the area of operation.
- Â Foster and ensure Economic Recovery Officers and Assistants maintain productive, supportive and respectful relations with Incentive Workers and/or Village Agents employed in the programme.
- Â Â Daily management of Economic Recovery Officers and Assistants including timely implementation of the project activities.
- Provide support, direction and on-job coaching to Economic Recovery Officers, Assistants and Incentive Workers and/or Village Agents (VAs).
- Â Work with established community-based structures in the community and be solution-oriented in terms of challenges arising from individual activities and the programme as a whole.
- Â Contribute to developing new sustainable livelihood initiatives/proposals and fundraising relating to emergency and longer-term response.
- Ensure lessons learned are documented, shared and reflected in program planning and decision making.
- Â Ensure continuous capacity building among Economic Recovery staff in handling the Livelihoods programming.
- Ensure implementation of livelihoods activities are compliant with the Core Humanitarian Standards (CHS) and the DRC Code of Conduct (CoC).
- Â Work with Economic Recovery Manager and MEAL team to ensure the M&E plan is being implemented, data is being collected from the field and regular reports are being produced.
-  Ensure that timely and quality project narrative reports are provided according to donors’ requirements.
- Â Provide budget monitoring and expenses control including compliance with minimum DRC and donor requirements.
- Foster and maintain excellent working relationships with key humanitarian actors–local and international, including government authorities and non-state actors, and private sectors through regular attendance at technical meetings and bilateral meetings.
- Â Liaise closely with other DRC sectors such as; Community Based Protection, protection and camp management to ensure productive coordination and smooth implementation of the programme activities.
Requirements
- Â Â Â University Degree in Agriculture, Project Planning and Management, Community Development and other related fields.
- Â Minimum 3-5 years experience in humanitarian livelihoods programmes.
- Knowledge and experience in implementing programmes in agriculture, Vocational/technical skill development, financial inclusion and business development programmes.
- Â Previous experience working with refugees or IDPs and Host community members.
- Experience in local governance, community development and participatory development programming are highly advantageous.
- Â High level of computer literacy (Microsoft Word and Excel);
- Excellent written and oral communication skills in English.
- Â Â Experience with supervising a diverse team in terms of sex, race, faith, age, etc.
- Â Excellent interpersonal and problem-solving skills, creativity and flexibility;
- Â Comfortable in a multi-cultural environment, flexible and able to handle pressure well and engage with community members openly, maintain confidentiality and respect;.
