Director for Promoting Results and Outcomes through Policy and Economic Levers (PROPEL) Round 3: Youth

FHI 360 seeks a qualified candidate for the position of Chief of Party/Project Director for an anticipated USAID-funded global project, Promoting Results and Outcomes through Policy and Economic Levers (PROPEL): Round 3 Youth.

With a focus on youth, PROPEL is designed to address family planning/reproductive health (FP/RH) policy, advocacy, financing, and governance (PAFG), and the integration of FP/RH with HIV/AIDS and maternal, newborn, and child health (MNCH) programs, policies, and care.

The project will span several technical areas intended to build local capacity and further enable sustainable health systems to adequately address FP/RH.

Within the global scope, core FP/RH resources will be focused on USAID’s FP priority countries (Afghanistan, Bangladesh, DRC, Ethiopia, Ghana, Haiti. India, Kenya, Liberia, Madagascar, Malawi, Mali, Mozambique, Nepal, Nigeria, Pakistan, Philippines, Rwanda, Senegal, South Sudan, Tanzania, Uganda, Yemen, Zambia) and the seven additional Ouagadougou Partnership countries (Benin, Burkina Faso, Côte d’Ivoire, Guinea, Mauritania, Niger, Togo).


Availability of position is contingent upon funding and approval of key personnel by USAID.

Position Summary:

  • The Project Director leads the project and is responsible for achieving the project’s vision and strategy, directing the project technical team, and managing critical relationships with national and international partners and other key stakeholders.

  • The Project Director develops and delivers action-oriented portfolio scorecards, metrics, governance, and reporting to support decision making.

  • Provides program and project management services including mentoring, project management best practices, tools, and templates. Acts as a communication conduit for portfolio-related project status, actions, decisions, risks and issues and schedules for strategic initiatives.

  • Partners with finance and administrative staff to resolve issues and ensure cross- functional project process consistency.

  • Possesses the skill to manage people, events and diverse cultures and must be proficient in health systems strengthening and family planning/reproductive health (FP/RH). Builds the skills and capabilities of project staff managing projects within the portfolio.


The position will be based in the USA

Duties and Responsibilities:

  •     Develop and execute overall project strategy, work plan and budget to achieve project results at global, regional, and country levels.

  •     Direct and monitor implementation of activities within the approved work plan and budget, ensuring that activities are performed to a high professional and technical standards, effectively implemented and fulfill donor and FHI 360’s requirements.

  •     Ensure compliance with FHI 360, USG/USAID and other regulations and policies.

  •     Create, promote and maintain a safe and equitable work environment for all personnel, including a harassment- and violence-free work culture and systems for safeguarding project participants.

  •     Establish and maintain relationships with USAID/Washington and USAID overseas country and regional Missions, national and international partners, and other key stakeholders and collaborators.

  •     Provide technical direction and is accountable for successful implementation of the award.

  •     Define goals, produce best-in-class practices, and lead a team with the purpose of maintaining current relationships and forge new partnerships.

  •     Support business-oriented project management aiding in execution and decision support.

  •     Actively work with team members on relevant management techniques and in the creation of appropriate project and program governance.

  •     Provide capacity planning models and identifies potential resource conflicts across the portfolio.

  •     Establish and lead change management processes, as needed.

  •     Maintain an overall governance and understanding of dependencies associated with resources across the project portfolio.

  •     Serve as communication conduit for project status, actions, decisions, risks and issues and schedules for project portfolio.

  •     Provide relevant metrics and analytics to support business and executive decision making.

  •     Provide communications to senior management through dashboards and reporting.

  •     Provide reporting and governance of the portfolio financial health.

  •     Support performance management and professional development of direct reports, including ongoing feedback, coaching, and career support.


Applied Knowledge & Skills:

  •     Strong business acumen with the ability to understand and manage risks and opportunities.

  •     Comprehensive knowledge of theories, concepts, and practices with project management, process development and execution.

  •     Strong knowledge of family planning/reproductive health (FP/RH)

  •     Strong knowledge of, and commitment to, gender equity and social inclusion.

  •     Knowledge of non-profit funding streams, including government and philanthropic.

  •     Strong negotiator and collaborator who strengthens business relationships.

  •     Excellent oral and written communication skills.

  •     Strong critical thinking and problem-solving skills to plan, organize, and manage resources for successful completion of projects.

  •     Excellent and demonstrated public relations, policy development, project management and diplomacy skills required.

  •     Ability to build positive local working relationships with local communities, district government officials, UN and where appropriate, donor representatives.

  •     Prior experience working in USAID Family Planning Priority countries and Ouagadougou Partnership countries.


Recommended: 


Education:

  •     Bachelor’s Degree or its International Equivalent in Public Health, Civil Society, Health Financing, Economic Development, Education, Gender, Health, Nutrition, and Youth or a Related Fields. Master’s Preferred

  •     Project Management (PM) Certification preferred.


Experience:

  •     Typically requires 12+ years of relevant experience with project management principles and practices (including 8+ years of corporate strategic leadership, strong business acumen and/or line management experience).

  •     Proficient with applicable rules, regulations, and policies associated with international development and non-governmental organizations (NGOs).

  •     Demonstrated experience in sector specific multi-sector project management and implementation.

  •     Demonstrated strategic planning, staff development and capacity building experience.

  •     Demonstrated experience in leading and managing complex projects that are strategic in nature and national/international in scope.

  •     Proven ability to develop relationships and coordinate with government officials, civil society, and non-governmental organizations.

  •     Experience operating in challenging environments.

  •     Must be able to read, write, and speak fluent English

  •     Professional-level fluency in French is highly desirable.

  •     Experience implementing youth programming strongly preferred.

  •     Prior experience managing (or in a leadership position) a USAID-funded central award preferred.


Travel Requirements:

  •     10% – 25%
